Lancement de la pétition pour mettre fin à la précarité dans les hautes écoles suisses et les instituts de recherche

Des chercheur·euse·s en souffrance

La qualité scientifique des hautes écoles universitaires de Suisse est mondialement reconnue et contribue au rayonnement du pays à l’international. Ainsi, le Secrétariat d’État à la formation, à la recherche et à l’innovation (SEFRI) enchaîne les rapports sur l’innovation où il célèbre la place de la Suisse parmi les pays qui réalisent le plus de publications scientifiques par habitant·e. Or, la large majorité des chercheur·euse·s qui produisent ces travaux sont soumis·es à un processus de précarisation croissant : accumulation de contrats à durée déterminée (CDD), conditions de travail de plus en plus dures et incertaines, autoritarisme croissant de la hiérarchie ainsi qu’une politique délétère de mise en concurrence systématique. Cette précarisation a un coût tant au niveau individuel que collectif : renoncement à une vie familiale et/ou à la parentalité, pauvreté, problèmes de santé mentale (stress, anxiété, burnout), vulnérabilité face au harcèlement moral et sexuel ainsi que baisse de la qualité de la recherche scientifique.

Le problème de la dégradation des conditions de travail dans le milieu de la recherche et de l’enseignement universitaire est connu depuis de nombreuses années. Les publications d’articles scientifiques, de tribunes et de manifestes, les manifestations et grèves se multiplient à l’étranger comme en Suisse. Au début de l’année 2020, la presse suisse s’est fait l’écho de la très grande précarité de la relève scientifique helvétique. Précédemment, une étude menée par l’Académie suisse des sciences humaines et sociales (ASSH) avait mis en lumière la dure réalité du système académique suisse : seul·e·s les professeur·e·s y bénéficient de postes stables (à quelques exceptions près), tandis que 80% du personnel scientifique est employé sur des contrats précaires[1]. Ce pourcentage représente plus de 40’000 personnes qui constituent le « corps intermédiaire », catégorie qui regroupe doctorant·e·s, post-doctorant·e·s, chargé·e·s de cours et d’enseignement ainsi que collaborateur·trice·s scientifiques.

Des solutions qui tardent à venir

Diverses associations du corps intermédiaire ont tenté à de nombreuses reprises d’alerter les instances universitaires sur la péjoration de leur condition de travail. En 2018, l’ASSH incitait les hautes écoles universitaires à « augmenter le nombre de postes à durée indéterminée pour les scientifiques de haut niveau »[2] dans les conclusions de son étude. Ces appels n’ont pas été entendus. Dans l’arène politique, le conseiller national neuchâtelois Fabien Fivaz déposait en mars dernier une interpellation parlementaire demandant au Conseil fédéral de rendre compte des mesures adoptées pour faire face au statut précaire du corps intermédiaire[3]. Dans sa réponse plus que décevante, le Conseil fédéral a renvoyé la balle aux hautes écoles et leurs collectivités, rappelant avoir toujours soutenu celles-ci dans leurs efforts de promotion de la relève académique.

Si la précarisation des chercheur·euse·s est reconnue par les autorités compétentes, les problèmes qu’elle soulève sont loin d’être résolus. Ils se sont au contraire encore aggravés lors de la crise sanitaire provoquée par le COVID-19, révélant une fois de plus la fragilité de ces emplois et la vulnérabilité des chercheur·euse·s. Cette situation inacceptable n’a toujours pas trouvé de solution alors que la Suisse prévoit d’investir vingt-huit milliards de francs sur les quatre prochaines années pour la formation, la recherche et l’innovation[4]. Ainsi, l’ensemble des responsables du système académique suisse accepte, consciemment ou non, que la grande majorité des employé·e·s des hautes écoles soient condamné·e·s à la danse macabre des contrats précaires et à l’incertitude professionnelle et personnelle qui en découle.

Une mobilisation nationale du corps intermédiaire

En réaction à cette situation anormale et inacceptable, un collectif d’associations représentant le corps intermédiaire en Suisse a lancé la pétition Pour la création d’un nombre conséquent de postes stables pour les chercheur-euse-s post-doctoraux-ales. Les signataires y font appel à l’Assemblée fédérale pour qu’elle adopte des mesures concrètes visant à améliorer les conditions de travail, à garantir la qualité des connaissances produites et à protéger la santé et la vie familiale du personnel scientifique. La pétition demande que les politiques d’engagement et les mesures existantes visant à promouvoir la relève soient intégralement revues et réformées avec l’objectif de créer rapidement un nombre conséquent de postes stables, accessibles après l’obtention du doctorat. Ces réformes doivent viser la stabilisation du corps intermédiaire par des engagements à durée indéterminée et mettre fin à la précarité structurelle qui caractérise le système académique suisse, afin que les chercheur·euse·s puissent contribuer de manière autonome et durable au développement ainsi qu’à la transmission des connaissances, en d’autres termes qu’elles et ils puissent accomplir leur travail dans des conditions dignes et justes.

Lancierung der Petition gegen prekäre Anstellungsbedingungen an Schweizer Hochschulen

Forschende unter Leidensdruck

Die wissenschaftliche Qualität der Schweizer Hochschulen ist weltweit anerkannt und trägt zum exzellenten internationalen Ruf des Landes bei. So betont das Staatssekretariat für Bildung, Forschung und Innovation (SBFI) in seinen Berichten zur Innovation wiederholt, dass die Schweiz zu den Ländern mit den meisten wissenschaftlichen Veröffentlichungen pro Einwohner gehört. Allerdings arbeitet die überwältigende Mehrheit der Forschenden, welche diese Publikationen generieren, unter immer schwierigeren Bedingungen: Mehrfach befristete Arbeitsverträge, schwierige und unsichere Arbeitsverhältnisse, zunehmende Abhängigkeit von Vorgesetzten in einem schädlichen Kontext übermässig harter Konkurrenz. Diese Prekarisierung ist für die Betroffenen und die wissenschaftliche Gemeinschaft mit einem hohen Preis verbunden: Verzicht auf Familienleben und/oder Elternschaft, tiefes Einkommen, negative Auswirkungen auf die psychische Gesundheit (Stress, Existenzangst, Burnout), Anfälligkeit für Mobbing und sexuelle Belästigung, sowie ein Verlust an Qualität in der wissenschaftlichen Forschung.

Die zunehmende Verschlechterung der Arbeitsbedingungen in der universitären Lehre und Forschung ist seit Jahren international bekannt. Sie wird sowohl in der Wissenschaft als auch in der Öffentlichkeit diskutiert und gab Anlass zu Streiks und Protesten im In- und Ausland. Anfang 2020 berichteten Schweizer Medien über die äusserst schwierige Lage des wissenschaftlichen Nachwuchses in der Schweiz. Zuvor hatte ein Bericht der Schweizerischen Akademie der Geistes- und Sozialwissenschaften (SAGW) die harte Realität im Schweizer Wissenschaftssystem aufgezeigt, in dem mit wenigen Ausnahmen nur Professorinnen und Professoren in den Genuss von Festanstellungen kommen, während 80% des wissenschaftlichen Personals mit prekären Arbeitsverhältnissen Vorlieb nehmen muss.[1] Dies entspricht über 40’000 Personen, welchen dem “Mittelbau” angehören und als Doktorierende, Postdoktorierende, Lehrbeauftragte, oder wissenschaftliche Mitarbeitende mit befristeten, zumeist Teilzeit-Verträgen angestellt sind.

Keine Lösung in Sicht

Seit Jahren versuchen verschiedene Mittelbauorganisationen, die Universitäten auf die Verschlechterung der Arbeitsbedingungen hinzuweisen. Im Jahr 2018 schloss die SAGW ihren Bericht mit der Forderung, “dass an den Schweizerischen Universitäten die unbefristeten Stellen für höher qualifizierte Wissenschaftlerinnen und Wissenschaftler vermehrt werden.”[2] Diese Appelle verhallten ungehört. Auf politischer Ebene hat Nationalrat Fabien Fivaz in einer Interpellation vom März dieses Jahres den Bundesrat aufgefordert, über die vom Bund getroffenen Massnahmen gegen die Prekarisierung des Schweizer Mittelbaus Bericht zu erstatten.[3] In seiner mehr als enttäuschenden Antwort spielt der Bundesrat den Ball an die Hochschulen und ihre Träger zurück und weist darauf hin, dass er diese stets in ihren Bemühungen zur Nachwuchsförderung unterstützt habe.

Zwar wird die schwierige Lage der Forschenden von den zuständigen Behörden anerkannt, dennoch zeichnet sich keine Lösung für die daraus entstehenden Probleme ab. Im Gegenteil wurden diese durch die Coronakrise noch verstärkt, was die Unsicherheiten der akademischen Karriere und die prekäre Lage der Forschenden einmal mehr schonungslos offenlegt. Obwohl die Schweiz über die nächsten vier Jahre 28 Milliarden Franken in Bildung, Forschung und Innovation investieren will [4], ist keine Lösung für diesen unhaltbaren Zustand in Sicht. Die Verantwortungsträger im Schweizer Wissenschaftssystem scheinen sich bewusst oder unbewusst damit abgefunden zu haben, dass die grosse Mehrheit der Mitarbeitenden an den Hochschulen weiterhin zum Sesseltanz um unsichere Stellen gezwungen ist, mit allen damit verbundenen beruflichen und privaten Nachteilen.

Schweizweite Mobilisierung des Mittelbaus

Als Reaktion auf diese schädliche und inakzeptable Situation hat eine Gruppe von Schweizerischen Mittelbauorganisationen die Petition für die vermehrte Schaffung von festen Stellen für Forschende und Lehrende nach dem Doktorat lanciert. Die Unterzeichnenden rufen die Bundesversammlung dazu auf, mittels konkreter Massnahmen die Arbeitsbedingungen des Mittelbaus zu verbessern, die wissenschaftliche Qualität seiner Arbeit zu sichern, die Gesundheit der Forschenden zu schützen und ihnen ein Familienleben zu ermöglichen. Die Petition fordert einen grundsätzlichen Kurswechsel in der Anstellungspolitik und Nachwuchsförderung mit dem Ziel, zügig eine signifikante Zahl von festen Stellen zu schaffen, welche kurz nach dem Doktorat erlangt werden können. Ziel dieser Reform ist die Verstetigung der Arbeitsverhältnisse im Mittelbau durch unbefristete Arbeitsverhältnisse und die Beseitigung der strukturellen Arbeitsplatzunsicherheit, welche bis anhin für die Schweizer Hochschullandschaft charakteristisch ist. So würde den Forschenden und Lehrenden ermöglicht, auf eigenständige und nachhaltige Weise Wissen zu schaffen und weiterzugeben, kurz, unter fairen und würdigen Bedingungen ihrer Arbeit nachzugehen.

Lancio della petizione per porre fine alla precarietà nel settore accademico svizzero e negli istituti di ricerca

Dei ricercatori et delle ricercatrici che soffrono

La qualità scientifica delle università svizzere è riconosciuta in tutto il mondo e contribuisce al prestigio di cui beneficia il paese a livello internazionale. La Segreteria di Stato per la formazione, la ricerca e l’innovazione (SEFRI) pubblica ad esempio una serie di rapporti sull’innovazione in cui celebra la posizione della Svizzera come uno dei paesi con il maggior numero di pubblicazioni scientifiche pro capite. Tuttavia, la stragrande maggioranza dei ricercatori e delle ricercatrici che producono questo lavoro è soggetta a un crescente processo di precarietà: un accumulo di contratti a tempo determinato, condizioni di lavoro sempre più dure e incerte, un crescente autoritarismo della gerarchia e una dannosa politica di messa in concorrenza sistematica. Questa precarizzazione ha un costo sia a livello individuale che collettivo: rinuncia alla vita familiare e/o alla genitorialità, povertà, problemi di salute mentale (stress, ansia, burnout), vulnerabilità alle molestie morali e sessuali e calo della qualità della ricerca scientifica.

Il problema del deterioramento delle condizioni di lavoro nella ricerca e nell’insegnamento universitario è noto da molti anni. La pubblicazione di articoli scientifici, di opinioni e manifesti, come pure le manifestazioni e gli scioperi sono in aumento sia all’estero che in Svizzera. All’inizio del 2020 la stampa elvetica ha parlato della situazione molto precaria dei giovani scienziati svizzeri. In precedenza, uno studio condotto dall’Accademia svizzera delle scienze umane e sociali (ASSH) aveva evidenziato la dura realtà del sistema accademico svizzero: solo i professori e le professoresse godono di posizioni stabili, mentre l’80% del personale scientifico è impiegato con contratti precari[1]. Questa percentuale rappresenta oltre 40’000 persone che compongono il “corpo intermedio”, categoria che comprende dottorandi, post-dottorandi, docenti ausiliari, nonché collaboratori e assistenti scientifici.

Delle soluzioni che tardano a venire

Diverse associazioni dei corpi intermedi hanno cercato in più occasioni di avvertire le autorità universitarie del deterioramento delle loro condizioni di lavoro. Nel 2018, l’ASSH ha esortato nelle conclusioni del suo studio le università a “convertire le categorie di posizioni finora a tempo determinato in posizioni a tempo indeterminato per scienziati di alto livello” [2]. Questi appelli non sono stati ascoltati. Sul piano politico lo scorso mese di marzo il consigliere nazionale del Cantone di Neuchâtel Fabien Fivaz ha presentato un’interpellanza parlamentare per chiedere al Consiglio federale di riferire sulle misure adottate per far fronte alla precarietà del corpo intermedio[3]. Nella sua risposta più che deludente il Consiglio federale ha scaricato la responsabilità sulle università e sulle loro comunità, ricordando che le aveva sempre sostenute nei loro sforzi per promuovere i giovani accademici.

Sebbene la precarizzazione dei ricercatori e delle ricercatrici sia riconosciuta dalle autorità competenti, i problemi che essa solleva sono ben lungi dall’essere risolti. Al contrario si sono ulteriormente aggravati durante la crisi sanitaria provocata dal COVID-19, rivelando ancora una volta la fragilità di questi posti di lavoro e la vulnerabilità dei ricercatori e delle ricercatrici. Questa situazione inaccettabile non è ancora stata risolta nonostante la Svizzera preveda di investire 28 miliardi di franchi nei prossimi quattro anni nella formazione, nella ricerca e nell’innovazione[4]. Così tutti i responsabili del sistema accademico svizzero accettano, consapevolmente o meno, che la stragrande maggioranza dei dipendenti universitari sia condannata alla macabra danza dei contratti precari e alla conseguente incertezza professionale e personale.

Una mobilitazione nazionale del corpo intermedio

In reazione a questa situazione anomala e inaccettabile un collettivo di associazioni che rappresentano il corpo intermedio in Svizzera ha lanciato la petizione per la creazione di un numero significativo di impieghi stabili per ricercatori e ricercatrici post-dottorato. I firmatari chiedono all’Assemblea federale di adottare misure concrete per migliorare le condizioni di lavoro, garantire la qualità delle conoscenze prodotte e tutelare la salute e la vita familiare del personale scientifico. La petizione chiede una revisione completa e una riforma delle politiche di assunzione esistenti e delle misure per promuovere la prossima generazione di scienziati, con l’obiettivo di creare rapidamente un numero significativo di impeghi stabili che possano essere occupati dopo il conseguimento del dottorato. Queste riforme devono avere l’obiettivo di stabilizzare il corpo intermedio attraverso nomine a tempo indeterminato e di porre così fine alla precarietà strutturale che caratterizza il sistema accademico svizzero, affinché i ricercatori e le ricercatrici possano dare un contributo autonomo e sostenibile allo sviluppo e alla trasmissione del sapere scientifico, svolgendo il loro lavoro in condizioni dignitose ed eque.

Launch of the Petition to end precarity in Swiss higher education and research institutions

Researchers Are Suffering 

The scientific excellence of higher education and research in Switzerland is recognized worldwide and contributes to the country’s high international reputation. Thus, the State Secretariat for Education, Research and Innovation (SERI) publishes one report after another, in which they highlight that Switzerland is among the countries with the most scientific publications per inhabitant. Nevertheless, the vast majority of researchers generating these publications experience a steady deterioration of their professional situation: repeated fixed-term contracts, difficult and uncertain work conditions, increasing dependence on supervisors and superiors, and a detrimental working culture based on overly fierce competition. The resulting precarity takes a toll both on the individual and the collective: renunciation of family life and/or parenthood, financial strain, mental health issues (stress, anxiety, burnout), vulnerability in terms of mobbing and sexual harassment, and a decline in research quality.

The deterioration of working conditions in Swiss research and higher education has been known and documented for years. The number of scientific publications, op-eds and manifestos, demonstrations and strikes has been growing both abroad and in Switzerland. At the beginning of 2020, the Swiss press reported on the intense precarity of the country’s next scientific generation. A study by the Swiss Academy of the Humanities and Social Sciences (SAGW/SAHSS) had previously highlighted the harsh reality of the Swiss academic system: only professors have chaired positions (with few exceptions), whereas 80% of the scientific staff is employed on precarious contracts[1]. This percentage represents more than 40’000 people, who constitute the so-called mid-level academics; doctoral students, post-doctoral researchers, teaching staff, and scientific collaborators. 

Still Waiting for Solutions

Associations representing mid-level academic staff have been sounding the alarm for years. In 2018, the SAGW/SAHSS concluded their study demanding that “the number of permanent positions for highly qualified scientists be increased”[2]. These calls went unheard. On the political side, national representative Fabien Fivaz (Neuchâtel) submitted a parliamentary appeal in March of this year demanding that the Federal Council report on the measures taken to alleviate the precarious state of the mid-level academics[3]. In its utterly disappointing reply, the Federal Council passed the parcel back to the higher education and research institutions and their responsible bodies, pointing out that it has always supported their efforts to promote the next academic generation. 

Even though the relevant authorities recognize the problematic situation, no resolution is in sight. On the contrary, the problems have been aggravated by the COVID-19 crisis, revealing once again the fragility of these jobs and the vulnerability of the researchers. At a time when Switzerland plans to invest twenty-eight billion CHF in education, research and innovation[4] over the next four-year period, this unacceptable situation remains unaddressed. Thus, the authorities of the academic system accept, consciously or not, that the vast majority of higher education employees are bound to the “Danse Macabre” of precarious contracts and the resulting professional and personal uncertainty.

Nationwide Mobilization of Mid-Level Staff 

In reaction to this counterproductive and unacceptable situation, a committee of associations representing the mid-level staff in Switzerland launched the petition “For the creation of more permanent positions for postdoctoral researchers”. The signatories call on the Federal Assembly to take concrete measures in order to improve the working conditions, to guarantee the quality of the research output, and to protect the health and family life of the academic staff. The petition calls for a fundamental change of the employment policies and the promotion of mid-level academics with the prompt creation of a significant number of permanent positions that can be obtained shortly after the doctorate. The goal of this reform is to stabilize the employment situation for mid-level academic staff through permanent contracts thereby eliminating the structural job insecurity that has been characteristic of the Swiss higher education sector. This would enable researchers and teachers to contribute to the creation and transmission of knowledge in an independent and in a sustainable way, in short, this would allow them to work under fair and dignified conditions.
